    Network of Nigerien Students

    The Network of Students and Alumni in Decentralisation and Local Governance, Raadec/GL for short, was created in 2021. It brings together research students, professionals, doctoral students and alumni in Decentralisation and Local Governance from the Faculty of Legal and Political Sciences (FSJP). The Network was conceived and designed with a view to providing a framework for exchanges between students and alumni in Decentralisation and Local Governance, but also and above all to promote local governance in Africa in accordance with the roadmap of the CEGLA programme in West Africa.

    Vision

    We are committed to a West Africa focused on promoting development and state reform in order to make the decentralisation process effective through capacity building of human resources in decentralised communities and courageous political decisions.

    Objectives

    Raadec/GL has a number of objectives, including

    • to provide a framework for scientific expression and reflection for research students, professionals and doctoral students on issues relating to decentralisation and local governance;
    • To support local authorities and customary communities;
    • Serve as a springboard for better professional integration of Decentralisation and Local Governance students;
    • Promote the culture of excellence within the FSJP, particularly with regard to undergraduate students;
    • Serve as a framework for bringing together research, professional and doctoral students;
    • Raise awareness among its members and the general public of the importance of civic participation in local and national public affairs;
    • Contribute to the civic education of Nigeriens;

    Strategy

    To achieve its objectives, Raadec/GL uses appropriate means of action:

    • The organisation of conferences, debates, training seminars, screenings and round tables;
    • Organising study trips;
    • The organisation of pleading competitions, sketch competitions and others;

    Structural organisation

    Raadec/GL is made up of two (2) bodies: the General Assembly, the General Council, the Executive Board and the focal points.

    The General Assembly: This is the supreme deliberative body of the Network. It deals with all the important affairs of the structure.

    The General Council: This is a consultation, recommendation and decision-making body. It meets every year at the invitation of the Chairman, and is made up of active members, committee managers, sponsors and resource persons, in order to assess the mid-term management of the office.

    The Executive Board: Under the supervision of its Chairman, convenes and manages the Network’s meetings and bodies. Ensures that decisions are implemented. Orders expenditure or has it ordered. Coordinates the activities of the shoulder committees. Conducts the Network’s diplomacy with a view to mobilising several stakeholders around the organisation’s issues and projects.

    Focal points: These are former decentralisation and local governance auditors of other nationalities from the CEGLA programme who have completed their studies in Niger with the aim of promoting mobility between the three (3) CEGLA centres.

    The board of the network has 5 members as follows:

    Activities/Achievements

    Raadec/GL has already made a plea to several decentralised cooperation structures after the training of the 1st promotion to place the students in internships;

    To this end, four (4) students have been accepted for an internship at the prodec/GIZ.

    Advocacy is currently being undertaken with the transitional authorities for the 2nd intake as well as the two current intakes, i.e. the 3rd and 4th, to obtain either recruitment or work placements.
